At just 20 years old, Julia embarked on a remarkable solo journey, leaving her homeland to pursue a computer science master’s degree in the United States. Determined and unrelenting, she worked not one, not two, but three jobs to fund her education. Her story is an example to the tenacity of the human spirit and the incredible things that can be achieved when one sets their mind to a goal.

Julia’s passion for technology and her pursuit of meaningful impact have brought her to the forefront of the healthcare industry. Being a Chief Information Officer at CINQCARE, her work demonstrates that when technology is combined with dedication and a profound sense of purpose, it has the power to transform lives and make the world a better place.

The CINQCARE Journey: Empowering Health Equity

CINQCARE, a black-owned healthcare enterprise, was founded by Tony Welters. This profound undertaking was driven by a deeply personal and tragic experience: Tony’s mother lost her life due to a preventable healthcare-related condition when he was just eight years old. However, it wasn’t until the tumultuous year of 2020, as Black and Brown communities continued to bear the disproportionate brunt of the COVID-19 pandemic, that CINQCARE’s mission crystallized.

The purpose of CINQCARE became strikingly clear: to answer the call to every day deliver health, care and well-being to those who need care the most, with a deep commitment to Black and Brown communities. At CINQCARE, the passion lies in creating a world where health and care aren’t a burden, but a fundamental right.

This commitment is channelled into recruiting, empowering, and equipping a network of physicians, nurses, practitioners, and caregivers. They are armed with the cutting-edge technology and resources required to deliver superior health, care, and well-being each day, right where people live. In this remarkable journey, CINQCARE is relentlessly pursuing the vision of a more equitable and inclusive healthcare landscape.

Transformative Healthcare Impact

During Julia’s time at Molina Healthcare, she was instrumental in creating an omnichannel self-service platform that reduced processes, enhanced health outcomes, and saved the company $2.4 million in costs. The platform promoted member participation and informed choice.

As the CIO for Community Behavioral Health (CBH), a behavioral health managed care organization in Philadelphia that provides services to over 700,000 Medicaid members, Julia oversaw the digital transformation project that brought about modern data practices and created a cutting-edge data platform that promoted a data culture. The Philadelphia community benefited from CBH’s community-based population health program to identify gaps and improve behavioral health outcomes thanks to the addition of advanced analytics, data visualization, and data integration technologies, which allowed CBH to serve 100,000 more members while saving $1.5 million annually.

Innovative Leadership at American Medicals Company

During her time with American Medicals Company, the nation’s biggest wound care organization, as Head of Product, Julia led the development of an AI-driven image diagnostic system. This system used a machine-learning algorithm to generate treatment plans from digital images, leveraging the company’s 15+ years of knowledge. The product was launched just before the pandemic and was highly successful, helping to maintain revenue during lockdowns and improve overall operations.

Strengthening Enterprise Defense Programs

Julia has a thorough and strategic plan for enhancing enterprise defense programs. The CEO-led leadership team must first be informed by giving them the information they need and doing an in-depth analysis of the existing situation. The creation of an enterprise-level risk appetite is the next critical step. This establishes the organization’s capacity for accepting risk, which is a crucial component of an effective defense strategy.

The program’s core objective is to foster an awareness-based culture, and dashboards and key performance indicators (KPIs) are crucial instruments for tracking development and ensuring success and efficiency. This integrated approach covers every aspect of the business, from vendor management to data governance to software development, creating a strong and comprehensive defensive program.

Evaluating Organizational Maturity

Julia underlines the importance of the process in every business, building on her experience in portfolio management. She is a fervent supporter of determining the maturity of an organization based on how well it can manage its business processes. She thinks that in order to ensure continued success, the fundamental business operations need to be very efficient and maintain a solid procedure.

In her journey to cultivate a data-driven culture, Julia has effectively driven holistic change within her organization. This transformation spans across people, processes, and technology, all while prioritizing uninterrupted member care. Her strategy involved the implementation of a state-of-the-art data analytics platform and a modern data analytics strategy. This platform efficiently processed years of data, democratized data access, improved governance, and fortified security measures. This alignment covers a wide range of topics, including agile techniques, microservices, and cloud computing, as well as AI and extremely reliable small-scale frameworks. These criteria have been carefully developed and are subject to ongoing monitoring, evaluation, and reinforcement. Julia ensures that any necessary changes are made to ensure the organization’s continued success.

Team Building and Strategic Vendor Partnerships

Julia works to create and cultivate teams in which everyone believes their voice matters. Inclusion and diversity bring teams together and generate leaders who go above and beyond their roles to improve services. She strives to set a good example by being a strong technology evangelist and an advocate for learning, curiosity, and adaptability.

Julia displayed great leadership and a good track record of creating revenue growth and cost savings while serving as the Head of Application (Omni Channel) and Product in three significant organizations: Molina, American Medicals, and Dynamic Healthcare. Her strategic thoughts and imaginative approach were critical in launching various cutting-edge healthcare products successfully. Julia’s dedication to running scalable and stable businesses not only permitted revenue growth but also increased total profit margins.
